Hammersmith and Fulham approved the change of use of the former educational site at 1-3 Chesilton Road, SW6 5AA, from Use Class F1 to residential Use Class C3, delivering 12 self-contained flats comprising three one-bedroom and nine two-bedroom homes.

The scheme also includes partial demolition, a single-storey side extension, roof alterations, new windows and doors, external amenity areas, landscaping, solar panels, and the reconstruction and raising of the north boundary wall to 3m, alongside associated works.

The Council concluded that the proposal would make effective use of a vacant site and support housing delivery in an area that is predominantly residential. It was accepted that local schools could absorb displaced pupils from the former school use. The homes were found to meet space standards and provide acceptable living conditions, with the unit mix considered suitable given the constraints of adapting the existing building.

In design terms, the alterations were judged to respect the area’s character and achieve a high-quality appearance. The development was also considered acceptable for neighbouring amenity, with no unacceptable harm to daylight, outlook, privacy, or noise, subject to conditions. Transport impacts were found to be limited, with a car-free legal agreement, cycle parking, refuse arrangements, and removal of the existing crossover. Environmental matters, including contamination, flooding, energy, trees, sustainability, and air quality, were also deemed satisfactory subject to conditions.
