152 Dwelling Cambridgeshire Scheme Allowed on Appeal

An application for the construction of 152 dwellings at land south of The Elms, Chatteris, Cambridgeshire, has been permitted on appeal by the Planning Inspectorate.
Abbeymill Homes appealed the refusal given by Fenland District Council in January earlier this year, with the inspectorate ruling in their favour in September.
The initial issues with the development were concerned primarily with road safety – as the proposal also includes the construction of new accesses off the A142 – however the inspectorate assessed the proposals as not being detrimental to either highway safety or capacity.
Additionally, there were concerns surrounding the impact of the proposal on the character of the surrounding area, such as several Grade I & Grade II buildings, the inspectorate concluded that there would be a substantial amount of parkland retained by the scheme, and whilst there would be some impacts on other areas, such as the grassland next to the Manor House complex, the harm was found to be moderate, and outweighed by the ‘substantial’ public benefits of the scheme.
Overall the inspectorate found that the benefits from the proposal weren’t outweighed by any adverse effects, leading them to permit the appeal.
